Job description

You will be responsible for managing the end-to-end program, coordinating multiple workstreams, aligning business and IT strategies, and ensuring delivery in line with regulatory, security, and quality standards. This role requires strong leadership, structured program governance, and the ability to drive complex initiatives across diverse stakeholders.


Key Responsibilities

Program Strategy, Governance & Planning

  • Define and drive the overall program strategy, roadmap, and governance framework
  • Establish and manage program structures, including PMO practices, reporting, and controls
  • Align program objectives with business strategy and transformation goals

Delivery Management & Execution

  • Lead end-to-end delivery of the modernization program across multiple workstreams
  • Ensure timely, high-quality delivery of program milestones and outcomes
  • Coordinate cross-functional teams including IT, business, and external partners

Financial Management & Benefits Realization

  • Manage program budgets, forecasts, and financial performance
  • Track and ensure realization of business benefits and ROI
  • Optimize resource allocation and cost efficiency

Stakeholder Management, Communication & Change Management

  • Engage and influence senior stakeholders, including executives and business leaders
  • Establish effective communication strategies and reporting frameworks
  • Drive change management initiatives to support adoption and transformation

Risk, Issue & Dependency Management

  • Identify, assess, and mitigate risks, issues, and interdependencies across the program
  • Ensure proactive resolution of blockers and escalation where necessary

Vendor, Contract & Partner Management

  • Manage relationships with vendors, system integrators, and external partners
  • Oversee contract execution, deliverables, and performance management


Required Skills & Experience

Education & Certifications

  • Bachelor’s degree in Project Management, Business Administration, Information Systems, Computer Science, or related field
  • Project/Program management certifications (e.g., PMP, PRINCE2, Agile) are preferred

Experience

  • 8–12 years of experience in program management for large-scale, technology-driven initiatives
  • At least 5 years in senior program management roles
  • Experience in insurance or financial services is strongly preferred

Domain Knowledge

  • Strong understanding of core insurance processes (policy administration, billing, claims)
  • Familiarity with regulatory requirements in the Japan market

Methodologies & Tools

  • Proficiency in both Agile and traditional delivery methodologies
  • Experience managing PMO functions and multi-method programs
  • Hands-on experience with tools such as Jira, Confluence, and reporting platforms (e.g., Power BI)

Technical & Platform Exposure

  • Experience delivering modernization programs involving legacy transformation, data migration, and platform consolidation
  • Understanding of modern architectures including cloud, APIs, microservices, and automation

Language requirement

Japanese (Fluent), English (Business)
